Allocations Process

Each Spring, an Allocations Committee of approximately 50 volunteers evaluates requests for funding for the upcoming July-June funding period. As much as possible, these volunteers represent a cross-section of the community. The volunteers are divided into four panels, with each panel responsible for five partner agencies.

 

Prior to visiting with the panel, each partner agency submits budget information and an allocation request, which includes agency projections of factors such as:

  1. reductions in revenue from government sources, private foundations or other funders
  2. reductions in revenue from traditional fundraising activities
  3. new or expanded programs planned to address unmet needs
  4. increased demand for existing services because of growth in client load within area served by United Way of Baytown Area

After the panels visit with their respective agencies, representatives of each panel meet to finalize a funding amount for each agency. These amounts are forwarded as recommendations to the United Way of Baytown Area board, which has final approval.

 

Chairing the allocations process for Spring 2011 was Eric Hudson, Baytown assistant city attorney. Serving as panel leaders were Daryl Fontenot of Merrill Lynch, Connie Tilton of ExxonMobil Public Affairs, Brian Berg of ExxonMobil Mont Belvieu Plastics Plant, and Tracey Prothro of the City of Baytown (Eddie V. Gray Wetlands Center).
